Purpose of the Position:
The Vice President of Policy & Planning is a key partner within Win. This executive works closely with senior leadership, the Board, and colleagues to translate vision into policy and practice inside Win. The VP leads three teams: Policy and Advocacy, Research, Evaluation, and Strategic Learning, and Win Academy (a team working to support the use of evidence-based practices throughout the organization). The VP will lead a growing policy and advocacy team working to advance policy proposals to improve the shelter system and end family homelessness. The VP will be a visible champion for Win with external policy-makers and will support alignment with private fundraising for dedicated programs that will demonstrate a positive and lasting impact on Wins families. The successful candidate will lead Wins execution of key elements of the strategic plan including the expansion of Wins policy work and meaningful integration of data throughout the organization while defining our best practices.
The Vice President of Policy & Planning reports to the Chief Operations Officer and is a member of the CEOs executive leadership team.
Responsibilities:
Policy & Advocacy
Collaborate with Win senior leadership and the Director of Policy & Advocacy to develop the organizations policy platform grounded in the experience of Win residents, research, and data.
Working with the Director, collaborate with external partners, government officials, and other stakeholders to advance policy solutions.
Supervise and, at times, conduct research and analysis on a wide range of issues related to homelessness, housing, and poverty (e.g., literature reviews, legislative and policy analysis, descriptive data analysis, financial analysis, interviews, focus groups).
Supervise the development of policy and advocacy materials, including white papers, policy briefs, and other written/visual materials.
Liaise regularly with Wins external communications and public affairs consultants on policy campaigns.
Engage the legislative community around Wins policy and advocacy advancements leveraging Win data to inspire systems reform.
Attend and participate in public speaking engagements as a representative of Win.
Represent Win at advocacy forums, government policy-makers, and build coalitions in an effort to advance departmental goals.
Research, Evaluation & Strategic Learning
Support collaboration between Wins program team and its research team to help support program evaluation and improvement.
Supervise efforts to build staff capacity around data-driven practices and use of data and other information to problem-solve and improve services.
Continuously measure the impact of Wins programs and services.
Continuously measure effectiveness and shifts in program practices.
Work with leadership to develop data dashboards and other ways of presenting key metrics for organizational review and use.
Win Academy
Supervise team that provides training and support in the use of Evidence Based Practices (EBP) including Motivational Interviewing, Trauma Informed Care, Strengths-Based Case Management, among others.
Support the integration of EBP across the organization, across staff roles, and programs.

Support the organizations Trauma Informed Care Committee, working across departments to implement trauma informed care into policies and practices.
Essential Functions:
Must be able to sit at a computer for the majority of the workday.
Must use public transportation to attend meetings with stakeholders.
Must have advanced knowledge of strategic planning, budgeting, metrics and evaluation.
Must be an active listener and able to show empathy engage staff.

Qualifications:
Commitment to Wins mission, vision and values.
Strong interpersonal and relationship-building skills.
Graduate degree in relevant field and 5+ years of experience, or 8+ years of relevant work experience, in social services and/or policy advocacy with at-risk populations including homeless families.
5+ years management experience, including experience managing multi-disciplinary teams.
Familiarity with NYC/NYS government and homeless services and housing landscape and policy.
Excellent written and verbal communication skills.
Public speaking experience a plus.
Excellent attention to detail and rigorous approach to problem solving.
Demonstrated experience leading staff in research, policy, and grant-writing. Perform other related duties as assigned.
