The Optum Associate Director of Privacy is responsible for supporting all aspects of the Optum Privacy program with focus on the HIPAA Privacy and Security Rules, general consumer privacy rules and state breach notification laws. As a key member of the Privacy team, this position provides overall privacy support and oversight within assigned markets and businesses.

Primary Responsibilities:
Lead and manage the privacy program for multiple physician practices that meets internal and external standards for effective HIPAA requirements including:

  • Develop/maintain product, regulatory, and operational knowledge for assigned businesses - with particular focus on regulatory requirements for privacy
  • Conduct annual privacy risk assessment and implement annual plan to address key risks identified
  • Conduct privacy product assessments, including Privacy by Design
  • Oversee remediation and corrective action plans, resulting from audits, investigations, privacy reviews, and self-identified issues
  • Develop, manage and implement a privacy plan for specific provider risks (Authorizations, mobile devices, Individual rights, and Notice of Privacy Practices)
  • Facilitate privacy incident management and breach notifications as appropriate
  • Develop and deliver privacy training and awareness program, including administration of new hire and annual training modules and delivery of privacy awareness messages (posters, emails, newsletters, etc.) for the assigned markets and businesses
  • Provide counseling and support for key regulatory implementation initiatives
  • Oversee and review operational privacy policy and procedure development as needed and draft policies, checklists and other guidance for our businesses as appropriate
  • Conduct and/or provide subject matter expertise for privacy assessments, audits and reviews
  • Deliver privacy reports/updates to business and privacy leadership on a quarterly or other periodic basis
  • Collaborate with Optum Compliance to address acquisition integration due diligence and integration
  • Partner with Enterprise Information Security for company-wide technology solutions implicating privacy
  • Provide input to Optum’s strategic goals in the area of privacy management
  • Stay abreast of industry best practices in the areas of privacy management

Required Qualifications:

  • Bachelor’s degree
  • 3+ years of experience with HIPAA and state privacy laws

Preferred Qualifications:

  • Post-graduate or law degree preferred
  • Certified Information Privacy Professional or similar designation
  • Experience with HIPAA and privacy laws in a provider environment
  • Experience with the broad range of privacy laws and regulations, beyond the HIPAA Privacy and Security Rules
  • Experience with highly matrixed functional areas, business segments and external companies
  • Adept at understanding complex concepts and providing the appropriate compliance solutions
  • Proven ability to think strategically and to translate strategic directives into tactical initiatives
  • Proven ability to drive cross-functional teams to deliver operational compliance
